Operations Strategist at the National Library of Sweden
Do you have sharp analytical skills and experience in operational management within the public sector? Do you want to help develop governance and follow-up in a culture and knowledge-based organization with a democratic mission?
Job Responsibilities
As an operations strategist, you play a central role in the development of the National Library's internal governance. You assist the head of the operations support department in supporting the agency's management with processes and methods for analyzing, prioritizing, and developing the library's operations.
You support the head of the operations support department and unit managers in their strategic assignments and are part of the department's management team.
You coordinate efforts to ensure integrated operational management where operations, finance, and competence planning are clearly and effectively connected.
Together with the finance manager, you lead and coordinate the library's processes for operational planning, operational follow-up, and annual reports. The role includes supporting the national librarian's staff with the agency's budget documentation.
You will also lead the project for the implementation of digital decision support for follow-up and planning within operations support and lead change during its implementation.
Through continuous dialogue and anchoring, you ensure that processes are driven with simplicity, clarity, and high quality.

Qualifications and Personal Attributes
To succeed in this role, you need:
- A university degree in a relevant field.
- Several years of experience working with analysis and/or as an operations controller or advisor in public sector governance.
- Several years of experience with models and methods for operational management, results and operational follow-up, and operational planning within public agencies.
- Experience leading work on annual reports.
- Very good knowledge of and experience in governmental governance and administration.
- Excellent communication skills and the ability to express yourself well in both spoken and written Swedish and English.
Desirable qualifications include:
- Experience working in the culture, education, or research sectors.
- Experience in change management.
- Experience in project management, facilitation, and environmental analysis.
- Experience in financial controlling.

You are structured and meticulous, have an easy time prioritizing and finding the right level of ambition, and can handle several parallel processes. You are proactive and thrive in driving improvement work in close collaboration with various parts of the organization.
Great emphasis is placed on personal attributes.
Tests, security interviews, and background checks may be conducted with the final candidate.
Employment and Start Date
This is a permanent position at 100% that begins with a six-month probationary period. Start date is March 1, 2026, or as agreed. Placement in Stockholm.
The National Library has operations in various locations, including Stockholm, Strängnäs, Grängesberg, and Bålsta, and travel may be required.

Department of Operations Support
The Department of Operations Support consists of about 30 employees.
The department's mission is to provide governance and support in finance, HR, law, premises, security, procurement, as well as agency archives and registration. The department has overall responsibility for the library's financial management, roadmap work, annual reports, strategic competence supply, and premises supply, and coordinates work with information security, preparedness, environmental sustainability, and accessibility.
